Diego Barragan
Director of Operations
Diego Barragan, Director of Operations at Voler Strategic Advisors, brings a wealth of experience and expertise to his role. Specializing in public affairs strategy, policy development, policy analysis, budgeting, and communications, Diego has honed his skills through years of service in both federal and local government.
At San José City Hall, where he served as both Legislative Director and Chief of Staff, Barragan showcased his ability to navigate the complexities of government. He developed and implemented intricate strategies to advance policy initiatives and critical budget priorities in California’s third-largest city.
Currently, Diego serves as a Commissioner on the Santa Clara County Airport Land Use Commission, appointed by the Santa Clara County Board of Supervisors. In this role, he oversees the administration of federal and state land use regulations for properties near Santa Clara County airports.
Before joining Voler, Diego led communication efforts at the Santa Clara Valley Water District, focusing on essential infrastructure projects. He holds a Bachelor of Arts in Political Science from San José State University and a Master of Business Administration from Santa Clara University.
